New York Habitat & Access Stamp Fund
The Habitat and Access Stamp can be purchased annually for $5.00. Proceeds go to a land management program that provides funding to landowners who wish to increase wildlife habitat on their properties or make their land publicly accessible for outdoor recreation. The program will provide $100,000 of funding to landowners chosen to join the program in 2006/2007 and each project selected will be allowed a maximum of $15,000.00 each.

Municipalities, Non-Profit Organizations, and private landowners can all submit proposals to have their land included in the program. Proposals are submitted on a yearly basis and then the proposals that are most suitable are chosen. Proposals that are awarded become projects and the landowner is reimbursed for their costs in meeting the requirements of making the land suitable for the program. This includes having a survey of the property done, documenting any areas where ground disturbance will occur, and adding access points for disabled people among other things.

Pros
  • Public access projects provide the public with a place to enjoy the outdoors.
  • Municipalities and non-profits can gain public relations benefits.
  • The State will work with the owners of these areas to incorporate best management practices which benefit all.
Cons
  • The program does not pay the landowner anything to be in the program.
  • It is a reimbursement program. The landowner pays the initial expense to make it a public area and then they get their money back.
  • Since the program does not pay the landowner for having their land in the program it serves no benefit to the individual private landowner who may consider such a program over leasing their land.
  • As far as hunting is concerned, the program does not pertain 100% to hunting. The funding can be used for any sort of fish & wildlife recreation as you will see in the 2004 project list below.
