In recent years, the DEC has implemented a random drawing for hunters who were turned down for doe permits in the area they chose.
Instead of giving doe permits out on a first come / first serve basis at DECALS outlets (like they have done in the past), they have
started a random drawing system and will mail an additional doe permit to unsuccessful hunters. New York hunters usually will
receive their second doe permit in the mail (if drawn) just before the firearms season begins.
