Doe permits are given to each hunter when they buy their license. In most areas of New York, a person is guaranteed one doe permit.
In most years, you have a chance to get a second. Sometimes that second chance is as high as 100% while other years it is much lower.
When a hunter purchases a deer license for New York, the clerk will ask you what
units you would like doe permits for. You can name one
unit as your first choice and a different unit as your second or you can try to get both in the same unit. Hunters will often vary their
unit choices based on the probability of a drawing a second permit for each unit. For example, a hunter may choose to try and get a doe
permit for a different unit than their primary unit if it only has a 10% chance of a second doe permit while the unit next to it has an 80% chance.
There is no official lottery. The New York DECALS system, computers owned by license outlets, will issue your first doe permit and then randomly
decide if you get another one. It all happens while you are there. You know immediately.
Doe permits are usually available until October 1. You must buy your deer license before October 1 to be guaranteed a permit and
have a chance for a second one. The DEC will also release any leftover permits on a first come / first serve basis on November 1.
In the last couple of years the DEC has randomly mailed leftover permits to people who were turned down for those areas. Call first.
In the 2005 and 2006 seasons, most areas did not have leftover permits. The New York DEC Website will usually list units that will
have doe permits available prior to Novemvber 1. Please note that list has been to known to come out as late as the day before. So
keep checking back until it is there. It will likely be under Press Releases
but check the Hunting Section too. If it is not there by the day before
then call to be sure.
Doe permits are valid for anterless deer only. An anterless deer in New York is defined as any deer with antlers of 3 inches or less.
New York allows hunters to sign doe permits over to one another. If you have a doe permit that you do not plan to fill, then you
can sign it over to another hunter. Check you license and doe permit for information on how to sign your permit over to another hunter.
In most areas, doe permits in New York can be used in any deer season. That includes archery season, regular gun season, and late archery season.
There is no limit on how many you can fill in one day.
Many stores in New York have the DECALS system including Wal-Mart and most town government offices. You can also buy your license online.
